Jennifer Welsh: “what are the costs of not acting?”

Jennifer Welsh is the Special Advisor on the Responsibility to Protect. She was appointed by the UN Secretary General in Appointed in July 2013.

Her current research projects include the evolution of the responsibility to protect (R2P) in international society.

Welsh argues that R2P is a collective responsibility. The primary responsibility to protect lies with individual states, but the outside world also has a responsibility to protect and fulfill the needs of populations. The international community also has a residual responsibility if a state is manifestly failing to protect.

Jennifer Welsh received her BA from the University of Saskatchewan, and she earned her Masters and Doctorate from the University of Oxford. Besides her work at the UN, Welsh is a professor and chair in international relations at the European University Institute in Florence.
